2015 Plan for Management and Announcement Appraisal of Toxic Chemical Substances

This Plan was implemented over the period May 4th–December 31st, 2015. The main objectives of the Plan were to collect information about the latest control measures for chemical substances and environmental hormones that have been adopted in other countries around the world, so as to provide a reference for toxic chemical and environmental hormone control in Taiwan, and be able to submit recommendations regarding control measures in Taiwan and regarding the promotion of coordinated inter-agency management of environmental hormones. The main results achieved through Plan implementation were as follows: (1) Using the information collected about control measures in other countries as a reference, the selection principles and chemical substances lists used in Taiwan were established and maintained as appropriate. Plans were drawn up for the addition to the list of designated substances (subject to control) of five types of polychlorinated naphthalenes (PCNs): dichloronaphthalene, trichloronaphthalene, tetrachloronaphthalene, pentachloronaphthalene and heptachloronaphthalene. In addition, appraisal was undertaken regarding the advisability of revising the control regulations applying to a number of designated toxic chemicals, including acrylamide, formaldehyde, 1, 2 – dichloroehtane, tetrachloroethylene and endosulfan. (2) In response to the introduction of Taiwan's new chemical substance registration system, a number of suggestions were put forward regarding chemical substance control, and the existing control methods used (pursuant to the provisions of the Toxic Chemical Substances Control Act) with respect to nonylphenols (NPs), cyanide and polybrominated diphenyl ethers (PBDEs) were reviewed. (3) After studying Japan's experience with hazardous chemical substance control, a draft of the "Plan for Self Management of Chemical Substances was formulated, and a Conference to Promote Strengthened Management of Cyanide was held to encourage business enterprises to adopt the self-directed management approach. (4) A draft "Guidance Plan for Reducing Usage of nonylphenol (NP) and nonylphenol ethoxylates (NPEO)" was formulated, and fact-finding visits were made to factories using these substances; the results were submitted to an inter-agency meeting to consider ways of improving the existing control methods. (5) An "Environmental Hormone Control Second-Stage Plan (2016–2021)" was formulated to clarify the division of labor between individual ministries and agencies, and sampling was completed on 28 cleaning agents currently being sold in Taiwan; the sampling results indicated that all 28 products conformed with relevant hazardous substance control regulations. (6) Application review was performed for various applications to have restrictions or prohibitions on use lifted, with 47 individual work items being completed as required by the Environmental Protection Administration (EPA).
